Model Questions

As discussed during the kick-off call, the model questions are part of the ForeSee methodology. For consistency within the model, these questions are standardized and have been tested and validated. Standardization of model questions allows benchmarking across companies/industries, and these questions are used in calculating scores and impacts.

Focus on the future behaviors; I’ve started with some that I believe are a good fit but we can certainly make adjustments. These are desired customer outcomes that are impacted by customer satisfaction.

ANC uses about 1 acre of land every 3 months. Located inside of the Washington, D.C. beltway, ANC does not have sufficient land expansion opportunities to stay open well into the future using an expansion option alone. In the Metro Washington D.C. area, factors like public utility and transportation routes, private property and historic areas limit the usability of what may seem at first glance like viable expansion opportunities.

Expansion Info

If you believe that the Army should expand the cemetery, which expansion areas would you reasonably expect the Department of the Army to consider for expansion? (Please select all that apply.) I do not believe that the Army should expand the cemetery.

Checkbox, one-up vertical Mutually Exclusive Expansion

The Henderson Hall portion of Joint Base Myer/Henderson Hall

The Pentagon parking lot(s)

The area surrounding the Marine Corps War Memorial and Netherlands Carillion

Other green or recreational spaces nearby (e.g. golf courses)

Consider the following information before answering the next question:

Eligibility Info

There are more than 200 veteran or military cemeteries available to Veterans provided by federal or state governments.

With current policies and rate of families requesting that their loved one be placed at Arlington National Cemetery, ANC will be closed for new placements within 23 years.

Would you support the Secretary of the Army preserving the remaining burial spaces at Arlington National Cemetery to honor our Nation’s future war dead? Yes, this cemetery should be preserved for those who make the ultimate sacrifice (are killed or die of wounds from hostile action)

Eligibility

Yes, but other select groups of Veterans should also remain eligible for Arlington National Cemetery (i.e. Medal of Honor or valor award recipients, those who perish in the line of duty or Purple Heart recipients, for example)

No, Arlington National Cemetery should remain open for all Veterans just as the VA’s National Cemeteries are

Please pick your top three choices to the following options or actions that would preserve or help preserve ANC for future generations.
Rank 1: (Required)
Require retirees to have also served in combat at least 12 months (or less if wounded in action)

Drop down, select one Rank Group* Options R1

Limit eligibility to Armed Forces members who are killed in action or receive the Medal of Honor

Limit eligibility to Armed Forces members who are killed in action, receive the Medal of Honor, and those who perish in the line of duty while serving on active duty

Change eligibility for in-ground burials only to be limited to those who are killed in action, receive specific valor awards, or who perish in the line of duty while serving on active duty

Maximize above-ground inurnment space in proposed future expansions

Continue expanding ANC where possible

Preserve 30,000 dispersed grave locations for future KIA and Medal of Honor recipients. Otherwise eligibility remains the same

Limit 1st interments (those services that use a new burial location) to prolong the life of the cemetery.

Rank 2: (Optional) Require retirees to have also served in combat at least 12 months (or less if wounded in action)

Drop down, select one Rank Group* Options R2

Rank 3: (Optional) Require retirees to have also served in combat at least 12 months (or less if wounded in action)

Drop down, select one Rank Group* Options R3

Most services at ANC are for Veterans (those that serve in the Armed Forces but did not retire) and retirees. The demand for burials of these Veteran populations are simply too high for ANC to handle and stay open for future generations. Either or both of these populations remaining eligible for ANC would cause the cemetery to close within this century.

Keep in mind that changes to ANC eligibility will not impact the 200+ other military cemeteries managed by the VA and state governments.
