Abstract: To help pay for aviation security costs TSA Imposed the September 11th Security Fee on passengers of air carriers and foreign air carriers. Air carriers collect from each revenue passenger $2.50 per domestic enplanements or departing international enplanement, subject to a limit of $5 per one-way trip and $10 per round trip. Each of these carriers is then required to: (1) establish and maintain an accounting system to account for the September 11th Security Fee that are impossed, collected, refunded,and remitted; (2) reportthis information to TSA on a quarerly basis; and (3) retain the date used for these reports for a six-year rolling....
