This plan is required by Section 32305 of the Moving Ahead for Progress in the 21th Century Act (MAP-21), Public Law 112-141. The Act requires that "A State shall submit a plan to the Secretary for complying with the requirements under this section during the period beginning on the date the plan is submitted and ending on September 30, 2016."
