The change in burden was due to a change in methodology. Data on new and used boat sales from the National Marine Manufacturer’s Association were used to estimate the number of new registrations required, and data on vessel registrations reported to the Coast Guard by the States were used to estimate the remainder of the boat population. It was also determined that the pay rate used for a GS-03 in previous calculations was incorrect, so the correct rate was applied. Finally, the registered boat population has been declining since 2005.
