Approved for 9 months so that FRA can solicit further public comment on the burden and utility of this collection. This collection should have been submitted as a revision given the changes to the geospatial collection requirements. FRA states that the changes are necesary in order for FRA to properly carry out its investigative and compliance review functions, and that the burden associated with the changes is minimal. If FRA chooses to request extension of the quarterly report, FRA must include in the ICR package information on whether the utility of quarterly reporting continues to justify the additional burden relative to less frequent reporting intervals.

The information collected is used to ensure new or novel signal and train control technologies meet proposed performance standards and work as intended in the U.S. rail environment. FRA is requesting regular processing 30 days after publication of the required Notice in the Federal Register on May 9, 2016, see 81 FR 28140 for new Form FRA F 6180.165 (Q PTC Progress Report). Under 49 U.S.C. § 20157, as amended by the Positive Train Control Enforcement and Implementation Act of 2015 (PTCEI Act), FRA must conduct compliance reviews. To effectively monitor the industry’s implementation of PTC systems, FRA is proposing to require each subject railroad to submit quarterly reports on its implementation progress.
