Abstract: This is a request for a non-substantive change. There have been several minor changes to the questionnaire, several sections of the questionnaire that will be omitted in the next round of data collection and a couple of commodities have been expanded slightly to add some additional break-out data.

Short Statement: The forms were shortened to remove questions that only need to be asked once every five years rather than annually. The questionnaire also had some minor changes due to the quality control testing NASS conducted following the previous data collection.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).

The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:

(a) It is necessary for the proper performance of agency functions;

(iv) Nature of response (voluntary, required for a benefit, or mandatory);

(v) Nature and extent of confidentiality; and

(vi) Need to display currently valid OMB control number;

(i) It uses effective and efficient statistical survey methodology (if applicable); and
