he National Oceanic and Atmospheric Administration (NOAA) Office of Education (OEd) collects, evaluates and analyzes student data for the purpose of selecting successful candidates, and for generating reports and news articles to communicate the success of its program. The OEd requires applicants to its undergraduate scholarship programs to complete an application in order to be considered. The application package requires two faculty and/or academic advisors to complete a NOAA student scholar reference form in support of the scholarship application. NOAA OEd student scholar alumni are also requested to provide information to NOAA for internal tracking purposes. NOAA OEd grant recipients are required to update the student tracker database with the required student information. The collected student data supports NOAA OEd's program performance measures. The Dr. Nancy Foster Scholarship Program and the NMFS Recruiting, Training, and Research Program also collect student data for their programs and are also covered by this notice. The student tracker database, currently known as the Student and Performance Measures Tracker System (SPMTS), is being modified to improve operability and function. To distinguish from the current system, the new database will be known as the Student Performance and Achievement Reporting (SPAR) database. Much of the information collected will be the same as for the current SPMTS, however the data will be stored differently and some data fields will be changed and others added or eliminated. There will be a net increase in data fields of 10 (70 for SPAR, 60 for the current SPMTS).

Training Record - The addition of this new form increases number of annual responses by 540 and hours by 270, respectively. Adjustments: New estimates are based on actual responses received during last 3 annual application cycles. USP – Application Form: Decrease of 250 responses from 800 to 550, however, due to recent estimates of time to complete the application, the number of hours increased from 6,400 to 6,600 USP – Reference Form: Decrease of 500 responses, from 1,600 to 1,100 and same decrease for hours Alumni Form: Decrease of 1,077 responses, from 1,077 to 100. Estimate of time to complete is reduced to 10 hours. SPMTS Form: Due to a change in the special award conditions for the CSC award beginning in 2016, submission of updates to the SPMTS form by CSCs is now required once, rather than three times, annually. Total mailing costs are reduced to $50 due to increased internet submission of applications.
