National Oceanic and Atmospheric Administration, National Marine Fisheries Service (NOAA Fisheries Service) manages three individual fishing quota (IFQ) programs in the Southeast Region. The red snapper IFQ program in the Gulf of Mexico (Gulf) exclusive economic zone (EEZ) under the Fishery Management Plan for Gulf Reef Fish Resources (Gulf Reef Fish FMP), the grouper/tilefish IFQ program in the Gulf EEZ under the Gulf Reef Fish FMP, and the wreckfish individual transferable quota (ITQ) system in the South Atlantic EEZ under the FMP for South Atlantic Snapper-Grouper. These IFQ/ITQ Programs were implemented to reduce overcapacity in the Gulf reef fish fishery and South Atlantic wreckfish fishery and end the derby fishing conditions that resulted from that overcapitalization. NMFS proposes to assign five-digit codes to each landing location and dealer to allow users the additional option to search and input information using these codes. On the online form version, NMFS proposes to add one additional column to each of the data entry tables for the landing location and dealer. The proposed column headings would be similar to "location code" and "dealer code," respectively. Respondents would be able to input the five digit codes to search for and select their desired landing location and dealer. No change to burden or cost.
