The National Marine Fisheries Service (NMFS) manages three commercial individual fishing quota (IFQ) programs in the U.S. southeast region. NMFS proposes administrative revisions to the red snapper, and groupers and tilefishes IFQ programs in the Gulf of Mexico. NMFS implemented these IFQ programs to reduce overcapacity in the Gulf reef fish fishery and South Atlantic wreckfish fishery, and end the derby fishing conditions that resulted from that overcapitalization.
