Permit application requirements in Sections 507, 508, 510, 515 and 522 of PL 95-87 require the applicant to submit the operations and reclamation plans for coal mining activities.
US Code:
30 USC 1201 et seq.
Name of Law: The Surface Mining Control and Reclamation Act of 1977
For this update, we included information collection required for permit revisions that add acreage to the permit area but are not incidental boundary revisions because we believe it more accurately reflects the burden hours required for applicants and state regulators to comply with information collection required under 30 CFR Part 780. Because of this, the number of responses, both applicants and state regulators, increased under 30 CFR Part 780. In addition, both applicants and state regulators suggested increases to the burden estimates for most of the sections where the collection of information is required. For these reasons, OSMRE is requesting approval for an additional 63,464 hours and $14,272 in non-wage costs.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
