non-response bias analysis and in working to increase the response
rates for this collection. The next three-year ICR submission for
the Quarterly Survey of Plant Capacity Utilization shall contain a

The survey collects data on capacity
utilization from a small sample of manufacturing and publishing
establishments in the United States. The data are used by the
Federal Reserve Board (FRB) and the Defense Logistics Agency (DLA),
both of whom share the cost of funding the survey. The FRB uses the
data as the primary source of benchmark information for utilization
rates as well as an indicator of capital use in the estimation of
monthly industrial production. The DLA uses the data to assess
readiness to meet demands for goods under select national emergency
scenarios.
