Title of Information Collection

Usabiltiy Evaluation - Are you ready for an Eruption?
Purpose

A usability evaluation of multiple U.S Geological Survey (USGS) Cascades Volcano Observatory (CVO) online
materials, pdf based, will be performed to gather feedback and shape future iterations of Fact Sheets and other
information products delivered to key stakeholder groups. The research plan includes two studies; Study 1 will
evaluate map design prototypes, and Study 2 will evaluate a redesigned version of the map using feedback from the
initial study to address usability deficiencies of the first iteration. A web-based usability tool will be used to allow
participants to provide responses to various questions related to the basic understanding of both the textual and map
components of the information products. The information products will be included in the online evaluation usability
tool through presenting the materials to respondents, along with questions, several based on a Likert scale, to
determine effectiveness of the materials presented, overall meaning, and basic understanding by multiple stakeholder
groups. Some of the elements of the map that potentially can improve are:
1. Messaging and explanations of the hazard and protective actions
2. Effectiveness of plan view (omniscient view from above) vs maps that use a perspective view (shown in research to
be effective in some scenarios--yet the parameters governing of effectiveness are totally unconstrained)
3. Hazard representation interpretation
4. How to represent uncertainty *Uncertainty not shown on the map but it is a topic that comes up often
Description of Respondents

Respondents will include state and local emergency managers, educators, and other federal
agencies.

Federal Cost: (Consult your Bureau/Office Information Collection Clearance Officer for assistance, if necessary)
The estimated annual cost to the Federal government is $ 3,000.00

, based on: (provide details below)

We anticipate receiving 25 responses. The submissions will be initially summarized by the University of
Tennessee User Experience Laboratory, under a cooperative agreement to the USGS. It is estimated
that it will require 1 hour per response to summarize for a total cost of $2,500. Through an existing
COOP agreement with UT, the government will save considerable time and cost in analyzing the results.
In addition, this approach allows for a fully objective and non-biased summarization of the results
obtained. The annual cost to the Federal Government is primarily for leadership and coordiation.
Sample Response to Federal Cost Question:
“If we receive 20 submissions and it takes 30 minutes to process and implement each one, then the total burden is $322.40
assuming a GS-7 step 5 is processing the submissions. Please note, however, that this custom form is a tool meant to accept
submissions in a standard format rather than through the freeform submissions that would otherwise come in by personal email.
Thus the existence of this form actually saves the government money by standardizing submissions and decreasing the workload of
processing each one.”

If you are conducting a focus group, survey, or plan to employ statistical methods, please provide answers to the
following questions:
Selection of Targeted Respondents
1. Do you have a customer list (or something similar) that defines the universe of potential respondents and do you have a
sampling plan for selecting from this universe?
No
Yes If “Yes,” please provide a description of both below (or attach the sampling plan). If the answer is no, please
provide a description of how you plan to identify your potential group of respondents and how you will select them.

The customer list is comprised of representatives from Federal, State, and local agencies and key
stakeholder groups in the region. These individuals, agencies, or organizations are responsible
emergency management plans and disaster preparedness and have existing working relationships
with USGS. These lists have been developed through participants attendance at USGS Open
Houses, requests for information or data, local emergency manager contacts, and past outreach
efforts.
Sample Response to Question 1 Above:
“Participants will self-select by choosing to follow the link to submit a resource. This is really no different than any website’s “Contact
Us” type of link; this submission form is only used by those who want to contribute to the toolkit. The “Submit a resource” link will be
located on the bottom of the toolkit homepage.”
