Title of Information Collection

Evaluating public values for water quality in the Susquehanna River in Pennsylvania
Purpose
The USGS is investigating public values for changes in water quality within the Susquehanna River Basin in Pennsylvania. Water from
the Susquehanna River is used for drinking, manufacturing, agriculture, and power generation, and also provides habitat for fish and
opportunities for outdoor recreation. Stormwater runoff and excess nutrients and sediment have increased algae, decreased fish
health, and has resulted in closed beaches due to bacteria. As a result of these and other events, water managers in the
Susquehanna River Basin are reviewing private citizens’ river uses, perceptions, and the economic value of improved water quality. A
USGS economist is collaborating with two economics researchers at Colorado State University (CSU) to conduct a two focus groups
of up to a total of 40 private citizens in Pennsylvania to check for accuracy, readability, and clarity of a proposed future delivery in the
form of a household survey currently being designed to investigate private Pennsylvania citizens' preferences for water management.
For both focus groups, respondents will first review a printed copy of the Susquehanna questionnaire booklet. Next, respondents will
be guided through a semi-structured series of focus group questions orally by the USGS economist and CSU partners to gather
feedback on the effectiveness and clarity of the survey instrument. The responses from the two focus groups will be used to improve
and refine the Susquehanna questionnaire being developed for future OMB review.

Description of Respondents
We will invite 156 private residents to participate in each of the focus group. Private residents from the following counties will be
invited to participate in the first focus group located in Harrisburg, PA: Dauphin, Cumberland, and Perry counties. The second focus
group will be held in Scranton, PA. For this second focus group, another 156 private residents invited to participate from the following
counties: Luzerne, Lackawanna, and Wyoming counties. Based on past experience in focus group meetings, we anticipate 15 people
per focus group to volunteer to participate (but no more than a combined 40 total between the 2 focus groups).
