Title of Information Collection

Focus Group for Soliciting Feedback on USFWS Wildlife and Sportfish Restoration Programs Communications
Purpose
The Wildlife and Sport Fish Restoration (WSFR) Programs Strategic Communications Planning Team is designing messages for key
audiences (i.e. industry and state partners) to achieve greater awareness and understanding of WSFR, including the
accomplishments that are achieved by the state, federal, and industry partnership. Firsthand knowledge from industry partners will
help ensure the messages and strategies in our communication plan are on target.
Focus groups will give our team feedback on our refined messages and explore preferred communication methods. Five focus group
sessions (using the same 60 participants in each session) will be conducted by a contractor, DJ Case and Associates and are the
second step in our communications planning research. Step 1 included interviews with industry and states under a separate OMB
review.
The focus groups will explore:
● Message preference in terms of topics and delivery
● Feedback on refined messages and example stories

Description of Respondents
We will have a maximum of 60 participants from relevant industries. This includes firearm and ammunition, archery, fishing equipment
and recreational boat manufacturers, as well as communicators from these manufacturers. These industries manufacture the products
that are taxed to provide the funds for WSFR grants through the Wildlife Restoration Act and Sport Fish Restoration Act, and their
customers and markets benefit from WSFR-funded projects. Participants will be from from various positions within these companies,
and will draw from companies with membership in the following trade organizations: National Shooting Sports Foundation (NSSF),
American Sportfish Association (ASA), Archery Trade Association (ATA) and National Marine Manufacturers Association (NMMA).

If we have 60 participants total in our focus groups, then the total burden is $37,671 based on the cost of conducting the focus groups
by our contractor DJ Case and Associates. This cost includes analysis of responses and results reporting.

Our contractor, DJ Case and Associates, will be conducting focus groups with members of industry. The industry audience will be
further subdivided by topic area into five groups: 1) fishing, 2) boating, 3) firearms, 4) archery and 5) communicators. Referral lists
defining the universe of respondents will be created by industry trade association directors.
To identify a list of potential respondents, this project uses a quota-based, nonprobability technique. Staff members from DJ Case will
contact the heads of major trade associations and ask for their assistance in creating a referral list based on trade association
membership lists (see attached request for focus group assistance letters). The following trade associations will be contacted:
National Shooting Sports Foundation (NSSF), American Sportfish Association (ASA), Archery Trade Association (ATA) and National
Marine Manufacturers Association (NMMA).
