Depredation Order Report Form
Purpose
The Service has developed a consolidated Depredation Order Report Form. The Service has 10 existing Depredation Orders, which
authorize the take of migratory birds without a permit in certain circumstances. Until present, there have been multiple report forms for
depredation forms have been difficult to find. We are aware of 3 previously existing Depredation Order report forms, including:
3-202-2143 - Depredation Order for Blackbirds,Grackles, Cowbirds, Magpies, and Crows - All States
3-202-2155 - CONTROL ORDER FOR INVASIVE MIGRATORY BIRDS (Barn Owl, Cattle Egret) IN HAWAII and the Pacific Islands
3-2500 -DEPREDATION ORDER FOR DEPRADATING JAYS IN WASHINGTON AND OREGON
Four other Order appear not to have a report form associated with them, but do require reporting.
Two Orders do not require reporting.
Reporting for one Order is done via a separate online system.
The Service requests authorization under the DOI Fast Track collection 1090-0011 to conduct usability testing of the form. This new
form will reduce confusion by the public who are currently are being directed to use a number of different, difficult to locate, or
sometimes non-existent report forms to carry out their reporting requirement. This form consolidates all Depredation Order report
forms into one standardized form, which is easy to locate, populate, and submit via e-mail.
The consolidated Depredation Order report form decreases the administering Migratory Bird Program Permit Office’s processing time
and streamlines governmental customer service by consolidating multiple report forms in one form for all Depredation reports, and by
enabling electronic submission of the form via fillable pdf, which can be submitted via e-mail directly to the administering Migratory
Bird Program Permit Office. It also ensures reports will be more likely to get to the Service (because the one form will be easy to

In the future, when an online submission form is created, having just one standardized form for all Depredation Orders will also
significantly reduce programming time, and simplify reporting processes for government customers.

Federal Cost: (Consult your Bureau/Office Information Collection Clearance Officer for assistance, if necessary)
The estimated annual cost to the Federal government is $ 5,194.00
, based on: (provide details below)
If we receive 150 submissions and it takes 30 minutes to process and implement each one, then the total burden is approximately
$5,194 assuming a GS-12 step 5 is processing the submissions.
Sample Response to Federal Cost Question:
“If we receive 20 submissions and it takes 30 minutes to process and implement each one, then the total burden is $322.40
assuming a GS-7 step 5 is processing the submissions. Please note, however, that this custom form is a tool meant to accept
submissions in a standard format rather than through the freeform submissions that would otherwise come in by personal email.
Thus the existence of this form actually saves the government money by standardizing submissions and decreasing the workload of
processing each one.”
