Title of Information Collection

Survey soliciting feedback on the Hawaii Waterbird Survey
Purpose

The USFWS (Service) has legally mandated responsibility under the Endangered Species Act for Federally listed waterbird
species in the main Hawaiian Islands. The Service cooperatively works with the Hawaii Division of Forestry and Wildlife
(DOFAW) in support of recovery for these listed waterbirds. Management of the species by the Service and State, and
assessment of progress toward delisting criteria, depends on reliable and accurate estimates of populations. Surveys for
these species are done biannually. However, the current methods provide only an index of species’ presence and relative
abundance and are not robust compared to other census techniques widely used. In addition, data entry, storage and quality
assurance have been perennial issues with these surveys.
Improvement of the data products is essential to meeting the conservation goals of managers and being able to evaluate and
communicate the degree of population recovery. This survey of local experts will be used to design a technical meeting
intended to resolve key issues and improve the delivery of accurate population estimates and trends to the Service and State
biologists and managers, as well as the general public. Local experts will be asked a series of questions regarding the
adequacy of the existing methods and data products and ways that they could be improved.
Information from the survey questionnaire will be summarized and presented as part of the Hawaii Waterbird Survey
Technical Meeting to collaboratively prioritize information needs/communications regarding four species of endangered
Hawaiian waterbirds, inform waterbird survey objectives, and enhance the waterbird survey protocol to meet its objectives.
Description of Respondents

Respondents will be professional biologists, academics, and wildlife managers who either conduct waterbird
surveys in Hawai'i, analyze the resulting data, or make management or regulatory decisions based on the data.

Respondents will be selected because of their professional involvement as either waterbird/wetland

follow the survey. This is a small group of professionals that meet periodically and are well-known to
the contractor.
