Title of Information Collection
Understanding All-Terrain-Vehicle (ATV) User Attitudes About Salmon and Stream Crossings in Upper Cook Inlet, Alaska
Purpose
One of top priorities in the Alaska Region FWS is to “communicate for conservation success” (see Strategic Intent). Communicating with the
All-Terrain Vehicle community is ripe for developing positive conservation relationships and very important given their impact on the Alaska
landscape, particularly anadromous streams. This project seeks to evaluate the effectiveness of the current method (signage) put in place to
influence human behavior (safeguard salmon habitat and restoration investments in upper Cook Inlet/deter degradation) and promote awareness
that juvenile salmon occupy small streams and wetlands. Other than physically blocking access with boulders and other structures, signage is
currently the only method in place to motivate behavior change around anadromous waters save law enforcement, which is lacking giving the low
presence to large area. The effectiveness of the signs has yet to be evaluated despite more investments being made by FWS and partners. In
upper Cook Inlet (and elsewhere in Alaska) ATV-generated riparian and in-stream habitat degradation in anadromous waters is identified as a
major threat to Pacific salmon and other fishes. Pacific salmon drive USFWS Partners for Fish and Wildlife (PFW) program planning and design of
on-the-ground habitat restoration projects statewide, and the Mat-Su Basin is a major geographical focus area for PFW, the USFWS Anchorage
Fish and Wildlife Conservation office, and the Mat-Su Basin Salmon Habitat Partnership. Conserving habitat to maintain ecological function for fish
is a priority for not just the PWF program and more broadly the Fisheries and Aquatic Conservation program. Alteration of riparian areas is a high
priority for the Mat-Su Basin Salmon Habitat Partnership of which FWS is an active partner.
Objective 1: develop a predictive model of ATV users’ self-reported behaviors and behavioral intentions related to crossing anadromous waters
around Cook Inlet.
Objective 2: evaluate the effects of signage/messaging on ATV users’ self-reported behaviors, behavioral intentions, and behavioral predictors for
Cook Inlet ATV users.
Objective 3: use belief-elicitation interviews to improve communications through future message development.

For approximately 1 week, 15 minute long (or less) semi structured interviews will be administered to approximately 30 ATV users
(burden hours 7.5). The individual conducting the surveys/interviews will be a Directorate Fellow. Their positions are 11-weeks
including orientation, project implementation, and project completion. They cost ~$15,000 so 7.5 hours * ~$34 = $255 total to conduct
the interviews.

We plan on using visitor intercept surveys to contact potential respondents and request their participation in the study at high
use ATV recreation areas of upper Cook Inlet. Individuals riding an ATV will be considered candidates in the universe of
potential respondents. .We will intercept a group, and if that groups is >1 then we will ask for the person with the most recent
birthday to complete the survey as an individual. We state they need to be older than 18 as this is required for nearly all DOI
survey projects. The script was taken directly from previous OMB approved survey tools and protocols (via NPS).
