Title of Information Collection
Evaluation of USFWS Partners Program in the SE: Understanding Landowner Participation and Ongoing Stewardships Behaviors
Purpose
The U.S. Fish & Wildlife Service’s (Service) Partners for Fish and Wildlife (Partners) Program provides financial and technical support to private
landowners, while also improving habitat for listed and at-risk species. The Service recognizes that private citizens are the key to successful land
and wildlife conservation. The Partners Program provides a platform for private landowners to voluntarily participate and contribute to wildlife
conservation through a 10-year landowner agreement, where cost share and/or technical assistance are available to improve habitat. In the
Southeast Region, the Partners Program has worked with more than 4,000 private landowners to restore and enhance over 500,000 acres.
The Partners Program would like evaluate the outcomes of their work with private landowners by assessing the degree to which private lands
habitat improvement projects support sustainable populations of target wildlife species. Achieving sustainable populations through the cooperation
of private landowners requires individual project documentation that includes biological monitoring to understand the dynamics of the habitat and
social monitoring to understand landowner behavior. Recognizing why wildlife stewardship behaviors cease or continue is essential in assessing
the overall habitat conservation contribution of the Partners Program.
The primary objective of this evaluation is to identify factors that lead to private landowner participation in the Partners Program, as well as those
factors impacting the actions/behavior and attitudes of private landowners during and after the life of a landowner agreement. Furthermore, the
evaluation will provide insight into landowner engagement approaches that promote post-agreement/program persistence.
This will be a collaborative effort between Virginia Tech and the Service. The results will inform future implementation of the Partners Program in
the southeast, and ultimately support conservation efforts for listed and at-risk species. The Partners Program evaluation will consist of two
phases beginning May 2019 and continuing through May 2021.

Respondents will be selected by field biologists within the Partners Program. They will reach out to
landowners and ask them if they would be interested in answering a few questions related to their experience
in working with the Service and the Partners Program. The interviewer with meet those respondents that have
volunteered to have a discussion, along with the Service biologist, either at the field office or on the property of
the landowner. Respondents will be selected on a random basis by the field biologists, so long as the
landowner has an active agreements with the Service or has had one in the last 10 years.
