Title of Information Collection

Understanding All-Terrain-Vehicle (ATV) user attitudes about salmon and stream crossings in upper Cook Inlet, Alaska
Purpose

In the Mat-Su Basin, ATV-generated riparian and in-stream habitat degradation in freshwaters has been identified as a major
threat to Pacific salmon and other anadromous fishes. To address this issue we need to better understand the ATV
community, who they are, their level of awareness, attitudes, and preferences related to riding ATVs in an area that is home to
salmon and sensitive to habitat degradation. To effectively communicate we need to know what their preferences are to
receive information and what types of messages resonate with them. This project seeks to evaluate the effectiveness of the
current method (signage) put in place to influence human behavior (i.e., safeguard salmon habitat and restoration investments
in the Mat-Su Basin), make recommendations for how to improve communication and outreach to promote awareness of the
issue and change ATV rider behavior to be more environmentally-friendly, and to identify management practices that both
align with ATV rider preferences and accomplish conservation goals. Effective communication is the only solution to this issue
as creating physical barriers to exclude ATVs from sensitive areas is expensive and time consuming and law enforcement
presence in the area is low. Pacific salmon drive USFWS planning and design of on-the-ground habitat restoration projects
with partners statewide, and the Mat-Su Basin is a major geographical focus area for the USFWS Anchorage Fish and Wildlife
Conservation office and the Mat-Su Basin Salmon Habitat Partnership. Conserving habitat to maintain ecological function for
fish is a priority for not just the USFWS’s Alaska habitat programs but more broadly the Fisheries and Aquatic Conservation
program. Alteration of riparian areas is a high priority for the Mat-Su Basin Salmon Habitat Partnership of which FWS is an
active partner. This project aims to significantly improve communication with key stakeholders in order to strengthen
conservation delivery. Results from this project will not be published.

We plan on using visitor intercept surveys to contact potential respondents and request their
participation in the study at high use ATV recreation areas of upper Cook Inlet. For 3 weeks, 10-15
minute long visitor intercept surveys will be administered to approximately 200 ATV users (burden
hours 33.3). A Directorate Fellow will be implementing the data collection (his cost is ~$15,000 for
11 weeks so 33.3 hours * ~$34 = $1132 total to conduct the interviews).
Sample Response to Federal Cost Question:

We plan on using visitor intercept surveys to contact potential respondents and request their
participation in the study at a high use/high salmon value ATV recreation area in the Mat-Su basin.
Individuals riding an ATV will be considered candidates in the universe of potential respondents. We
will intercept a group, and if that groups is >1 then we will ask for the person with the most recent
birthday to complete the survey as an individual. We state they need to be older than 18. The script
was taken directly from previous OMB approved survey tools and protocols (via NPS).
