FREIGHT RAIL SECURITY INFORMATIONAL BULLETIN

As required by 49 CFR 1580.103, freight railroad carriers, rail security-sensitive material
(RSSM) shippers, and RSSM receivers located in a high threat urban area are required to have
processes in place to provide the Transportation Security Administration (TSA) with the location
and shipping information ofRSSM rail cars within a specified time period.
In order to ensure that TSA requests for car location and shipping information are legitimate,
covered entities will always be directed by the requesting TSA official to send their car location
report(s) to a pre-designated e-mail address or facsimile number. Covered entities may either
send their car location reports via e-mail to [email protected]
or via facsimile
at (703) 563-3154. Should a covered entity be requested to send their car location reports to a
different e-mail address or fax number than those listed above, they should immediately contact
the TSA Freedom Center Surface Watch Desk at 1-866-615-5150.
TSA will request rail car location information by phone using the phone number provided to
TSA in accordance with 49 CFR 1580.103(g). If the telephone number for your company has
changed since originally submitted, TSA should be notified using the
[email protected] e-mail address.
Please distribute this information to those persons who may be responsible for reporting car
location and shipping information as required by 49 CFR 1580.103.
