Pub. L. 100-710 requires the CG's Secretary to establish a nationwide vessel identification system (VIS). VIS provides participating States and Territories with access to state numbered vessel data. States and Territories voluntarily provide the data. The boating public and law enforcement are the primary beneficiaries.
