Who must comply?	Governments of States and Territories.
What is this collection about?	The Coast Guard established a nationwide Vessel Identification System (VIS) and centralized certain vessel documentation functions. VIS provides participating States and Territories with access to data on vessels numbered by States and Territories. Participation in VIS is voluntary. To participate, an entity must sign a Memorandum of Agreement (MOA) with the Coast Guard.
Where do I find the requirements for this information?	Title 33 CFR 187, is available at—www.eCFR.gov, select TITLE 33 – NAVIGATION AND NAVIGABLE WATERS, and follow to Part 187.
When must information be submitted to the Coast Guard?	For States and Territories that elect to participate in VIS, information must be submitted in accordance with the regulations. VIS User Requests are submitted on an as needed basis.
How is the information submitted?	VIS data must be submitted electronically. VIS User Requests are submitted as specified on the form.
What happens when complete information is received?	The Coast Guard uses the information submitted by States and Territories to update its centralized database. VIS provides participating States and Territories with access to data on vessels numbered by States and Territories. VIS User Request acceptance/denial will be sent by e-mail.

The Coast Guard estimates that the average burden per response for this report varies per information collection--about 6 minutes per VIS User Request, 6 hours per VIS data update; and about 16 hours per MOA application.
