Abstract: RS periodically asks OPM survey psychologists to review the CSS for potential improvements. This was done for the 2013 CSS. Based on the psychologist's suggestions the following non-substantive changes were made. For the 2019 CSS, the following changes were made based on guidance in Office of Management and Budget (OMB) Circular A-11 (2018): 1.) RS modified the 2019 CSS to conform to the seven customer experience questions required by the circular. 2.) The 2019 CSS will be emailed quarterly to annuitants with an email address registered in the RS Email Database who had a customer transaction with RS during the past quarter. At this time, the CSS is the only ICR submission.
