This ICR renewal is mandatory reporting. The HM safety permit regulations require companies holding permits to develop a communications plan that allows for the periodic tracking of the shipment. This may be accomplished either through phone calls or radio calls placed by the driver or through an electronic monitoring or tracking system. These records must include the name of the driver, identification of the vehicle, permitted material(s) being transported, the date, location and time of each contact.
A record of the communications may be kept by either the driver or the company and contains the time of the call and location of the shipment. These records must be kept, either physically or electronically, for at least six months at the companyâs principal place of business or readily available to employees at the companyâs principal place of business. There is no requirement for drivers to report the information to FMCSA. They are to record the information and keep it available for inspection.
The program adjustment increase of 58,323 annual burden hours from the currently approved ICR is due to an increase in the number of motor carriers with active HM safety permits.
