Prior to the re-submission of the information collection (IC) âTransitional Coverage and Retroactive Medicare Part D Coverage for Certain Low-Income Beneficiaries through the Limited Income Newly Eligible Transition (LI NET) Programâ (0938-1441), CMS will assess linguistic preferences across the Medicare population and translate this IC into additional languages as appropriate in order to increase accessibility and reduce health disparities. It is the expectation that CMS will translate this form into more languages that English and Spanish, but the number of additional languages will be based on the agencyâs assessment its population needs but these languages could include both Traditional and Simplified Chinese, Vietnamese, Korean, Tagalog, Arabic, French, and Russian. This request is supported by the principles and priorities set forth in the memorandum titled âImproving Access to Public Benefits Programs Through the Paperwork Reduction Actâ (April 13, 2022), the Executive Order 13985 on âAdvancing Racial Equity and Support for Underserved Communities Through the Federal Governmentâ (January 20, 2021), and the culturally and linguistically appropriate services (CLAS) standards (https://thinkculturalhealth.hhs.gov/clas/what-is-clas).

Section 118 of the Consolidated Appropriations Act, 2021 (CAA) (Public Law 116-260) enacted on December 27, 2020, amended Section 1860D-14 of the Social Security Act (the Act) (42 U.S.C. 1395w-114) and authorized CMS to make transitional coverage and retroactive Medicare Part D coverage for certain low-income beneficiaries, called the Limited Income Newly Eligible Transition (LI NET) program a permanent part of the Part D program. The LI NET program under this statute must begin no later than January 1, 2024.
