1. Explain the circumstances that make the collection of information necessary. Identify
any legal or administrative requirements that necessitate the collection. Attach a copy of
the appropriate section of each statute and regulation mandating or authorizing the
collection of information.
Subsection 17(a) of the Ocean Shipping Reform Act of 2022 (OSRA 2022, Pub.L. 117-146 (June
16, 2022)), requires the Federal Maritime Commission to: (1) establish a website to allow
submission of comments, complaints, concerns, reports of noncompliance, requests for
investigation, and requests for alternative dispute resolution and (2) to establish links on the
website that directs the submissions to appropriate bureaus and offices of the Commission.
The section of OSRA 2022 for this requirement follows in relevant part:
SEC. 17. FEDERAL MARITIME COMMISSION ACTIVITIES.
(a) PUBLIC SUBMISSIONS TO COMMISSION. —The Federal Maritime
Commission shall — (1) establish on the public website of the Commission a
webpage that allows for the submission of comments, complaints, concerns, reports
of noncompliance, requests for investigation, and requests for alternative dispute
resolution; and (2) direct each submission under the link established under
paragraph (1) to the appropriate component office of the Commission.

2. Indicate how, by whom, and for what purpose the information is to be used. Except
for a new collection, indicate the actual use the agency has made of the information
received from the current collection.
The information collected will be used by Federal Maritime Commission staff to respond to
comments, complaints, concerns, reports of noncompliance, requests for investigation, and
requests for alternative dispute resolution from the public. The Commission will use the FMC
Assistance Center (web portal) to receive requests from the public and ensure prompt response to
the shipping public.

3. Describe whether, and to what extent, the collection of information involves the use of
automated, electronic, mechanical, or other technological collection techniques or other
forms of information technology, e.g., permitting electronic submission of responses,
and the basis for the decision for adopting this means of collection. Also describe any
consideration of using information technology to reduce burden.
