Terms of Clearance: This collection is approved as a pretest to inform the development of a final survey targeting identified respondent groups. The results of this pretest may not be publicly released or used to inform policy decisions. If the agency intends to move forward with the final survey, they must follow a specific process, including the following steps: (1) Publish a 30-Day Federal Register Notice: The agency must issue a Federal Register notice, providing the public with an opportunity to comment on the revision of this information collection request. (2) Submit an Information Collection Request Revision to OMB: This revised request must include the necessary documentation for OMB review, including: (a) Supporting Statements A & B: These are the required justifications for the information collection, detailing the necessity of the survey and the burden it places on respondents. (b) Summary Report Based on Pretest Findings: The report should include the following key elements: Impact on Response Rate: Provide an analysis of how the pretest results influence response rates and use this data to justify the proposed use of incentives Survey Administration Procedures: Describe the procedures for administering the final survey, including how the survey tool will be implemented. Changes to the Survey Instrument: Document any modifications made to the survey instrument as a result of the pretest findings. The final survey instrument and procedures must be based on the lessons learned from the pretest, ensuring that any changes or revisions are data-driven and intended to improve the survey’s effectiveness. The information collection request revision should clearly reflect these adjustments and provide a rationale for the changes made.

Abstract: The National Ocean Service (NOS) proposes to collect data on the opinions, values, attitudes, and behaviors of coastal residents in regions of the United States relative to offshore wind energy development. This information will be used by BOEM, NOAA, and others to understand what is important to communities; understand how differing values and perceptions across communities influence local receptivity to proposed development; and improve communication efforts targeted to residents, enabling agencies to more effectively and efficiently direct outreach and community inclusion activities. Additionally, NOAA has a vested interest in offshore wind energy development, from many perspectives, including as it relates to the resilience, well-being, and sustainability of coastal communities. This is a request for a revision of an information collection. This information collection request focuses on the Gulf of Mexico. The original request focused on Oregon. That collection is now completed.
