The Bureau has proposed requiring
registration by certain nonbank covered person entities (with
exclusions for insured depository institutions, insured credit
unions, related persons, States, natural persons, and certain
entities excluded from the exercise of the Bureau’s rulemaking
authority under the circumstances described in 12 U.S.C. 5517 and
5519) of certain final public orders obtained or issued by a
Federal, State, or local agency based on an alleged violation of a
“covered law.”. Under the proposal, the term “covered law” would
include, to the extent that the violation of law found or alleged
arises out of conduct in connection with the offering or provision
of a consumer financial product or service
