Proposed Changes for the 2025 NSCG Questionnaire
In alignment with the revisions to OMB’s Statistical Policy Directive No. 15 (SPD 15), the 2025 NSCG questionnaire will collect race and ethnicity information using one combined question that includes detailed race and ethnicity categories. Proposed for 2025:

To ensure the 2025 NSCG is able to produce reliable and accurate race and ethnicity estimates, in addition to the questionnaire change described above, NCSES will also undertake the following activities and seek the following guidance related to the collection and processing of race and ethnicity data:
Population Controls – NCSES will use population projections provided by the Census Bureau’s Population Division in combination with estimated population controls derived by the Census Bureau’s Demographic Statistical Methods Division (DSMD) to determine population controls for the 2025 NSCG weighting processing. The population controls used in the 2025 NSCG will be shared with the Federal Committee on SPD 15 to ensure awareness among other federal agencies collecting race and ethnicity information.
Post-data collection processing – NCSES will use the guidance planned to be developed and disseminated by the Federal Committee on SPD 15 to guide the 2025 NSCG post-data collection processing decisions.
Bridging of estimates - NCSES will use the current guidance and future guidance in development by the Federal Committee on SPD 15 to inform the 2025 NSCG bridging activities. In addition, given the use of the American Community Survey as the NSCG sampling frame, NCSES will use the ACS-provided responses for NSCG sample cases (collected under the prior SPD 15) with the 2025 NSCG race and ethnicity responses (collected under the updated SPD 15) to inform the bridging activities. All bridging efforts related to the 2025 NSCG data will be shared with the Federal Committee on SPD 15 to ensure awareness among other federal agencies collecting race and ethnicity information.
