Abstract: The Coast Guard is required by the Omnibus Budget Reconciliation Act of 1990 to collect user fees from Coast Guard inspected commercial vessels. In order to do so the Coast Guard requires the submission of identifying information from the owners of these vessels. The statutory authority is 46 U.S.C. 2110. This authority is delegated by the Secretary to the Coast Guard via the Department of Homeland Security Delegation No. 0170.1, Revision No. 01.2. (II)(92)(a).
