Abstract: THE UNCONTROLLED PCBS RULE AMENDED THE PCB CLOSED AND CONTROLLED WASTE MANUFACTURING PROCESS RULE BY EXCLUDING ADDITIONAL MANUFACTURING PROCESSES FROM THE STATUTORY BAN UNDER 15 USC 2605(E). RECORDS OF THE BASIS FOR DETERMINING THAT PROCESSES ARE ELIGIBLE FOR EXCLUSION ARE NECESSARY TO THE AGENCY'S VALIDATION THAT THESE EXCLUDED MANUFACTURERS WILL NOT PRESENT UNREASONABLE RISK.
