This error appears in the instructions for each of the proposed application forms In addition, if any competitions under this program are based on competitive or absolute priorities not already citedin ED regulations, ED shall not distribute the application package until such priorities have been made final through standard procedures for review, comment, and publication.

Abstract: THE DRUG-FREE SCHOOLS AND COMMUNITIES PROGRAM REGULATIONS REQUIRE THAT STATE AND LOCAL EDUCATIONAL AGENCIES, INSTITUTIONS OF HIGHER EDUCATION AND OTHER NON-PROFIT ORGANIZATIONS SUBMIT A GRANT APPLICATION IN ORDER TO BE CONSIDERED FOR FUNDING UNDER THE FOLLOWING DISCRETIONARY GRANT PROGRAMS: EMERGENCY GRANTS, SCHOOL PERSONNEL TRAINING GRANTS, DEMONSTRATION GRANTS, AND FEDERAL ACTIVITIES GRANTS.
