This collection
of information is approved for six months. However, EPA has failed
to comply with the terms under which this collection of information
was previously cleared. EPA has not demonstrated that this approach
is the least burdensome necessary. Although the specific data items
collected through this program are not collected elsewhere by the
agency, EPA's broad authority to enforce emission standards in-use
appear to make this information redundant. Further, EPA's in-use
enforcement, inspection and maintenance programs and certification
requirements seem to provide adequate means of insuring that
production vehicles comply with certification standards. When
seeking renewal of this ICR the agency shall provide a
justification of this collection which addresses these concerns and
the concerns expressed in the previous terms of clearance.

EPA USES MANUFACTURERS' ASSEMBLY-LINE
EMISSIONS DATA AND PROJECTED SAL TO SELECT ENGINE CLASSES TO BE
TESTED DURING SELECTIVE ENFORCEMENT AUDITS (SEAS). INFORMATION
OBTAINED VIA SEAS ENABLES EPA TO DETERMINE EMISSIONS CONFORMITY OF
NEW LIGHT-DUTY VEHICLES, LIGHT-DUTY TRUCKS, AN HEAVY-DUTY ENGINES.
SEAS ARE CONDUCTED THROUGHOUT EACH MODEL YEAR.
