A commentor (US
Sailing Association) has stated: "It is difficult for us to imagine
how question #7 would be answered and based on the aforementioned,
it would seem unnecessary". If Coast Guard regards the question as
necessary, more in the way of material which appears in the PRA
submission should be put in the premble to suggest that a large,
complex and congested event might endanger life unless steps were
taken to prevent it. That is, if the event would otherwise be an
endagerment, you want to know what steps are being taken to prevent
it.

The CG proposes to reduce the number
of respondents. Approximately 1,500 event sponsors will need to
submit written notice for events with over 50 participating
vessels.
