The FCC has
permission to use an edition date rather than an expiration date
for these collections. The FCC should ensure that the Give Us the
Scoop form is clearly designated as such -- and that respondents
realize what the differences are between the two processes. Finally
-- the FCC must make this form or the process for filing a complete
using these vehicles -- available to those in the public that do
not have access to the internet. This process must not be targetted
solely to those with internet access -- and the public should have
alternative methods of receiving the FCC-475 and 476 and filing as
desired.

The new collections will allow the
Commission to collect detailed data from consumers on the practices
of common carriers. The information contained in the collecton will
allow consumers to provide the Commission with the relevant
information required and help consumers to develop a concise
statement outlining the issue in dispute. The information will then
be used to assist in the resolution of informal complaints and to
collect data required to assess the practices of common
carriers.
