Terms of Clearance: This collection is approved for six months. The agency must during that time initiate discussions with its grantees and OMB to discuss and remedy the shortcoming of this information collection as identified in the public comments. The agency must acknowledge and accomodate the financial burdens this collection imposes on its grantees and the full hour burden of this collection, including training. The agency must work to identify programs and grants for which this collection is duplicative of information already available to the agency. The agency must republish both Federal Register notices required by the PRA for resubmission to OMB. The next submission must include all instructions and guidelines issued to grant recipients to impose this requirements and copies of and response to all comments the agency receives that are related to this collection, including those received prior to the comment period.

Abstract: To satisfy the requirements of the GMRA, USAID needs to obtain country-specific financial reporting from grantees and all parties having cooperative agreements. The primary use of this information will be to track expenditures in countries where USAID has no direct hire presence overseas but will apply to countries where USAID has an in-country presence as well. OMB has previously authorized the collection of such information for USAID.
