following. In the QC review period immediately following the
implementation of the rule governing race and ethnicity standards
for FNS, the Agency must use these new standards. Specifically, the
Agency must use the new race and ethnicity standards beginning
October 1, 2004 (FY05). The Agency has stipulated to this despite
the vague language in its passback responses.

Quality Control monitors the rate of
error in determining eligibility and benefit levels in the Food
Stamp Program. Form FNS-380-1 is the source document from which
other reports are compiled by State officials.
