The Coast Guard is required by the
Omnibus Budget Reconcilation Act of 1990 to collect user fees from
Coast Guard inspected commercial vessels. In order to do so the
Coast Guard requires the submission of identifying information from
the owners of these vessels.
The change in burden is an
adjustment due to an increase in the size of the inspected
fleet.
