The agency shall examine public comment in response to the NPRM and will include in the supporting statement of the next ICR--to be submitted to OMB at the final rule stage--a description of how the agency has responded to any public comments on the ICR, including comments on maximizing the practical utility of the collection and minimizing the burden. This revision is due to an NPRM entitled "Training Certification foe Entry-Level Commercial Motor Vehicle Operators that would expand the scope of the training that entry-level drivers must obrtain, and make that training a prerequisite for the issuance of a CDL. This rule would provide a 3-year period before the rule takkse full effect; therefore this submission estimates the burden only for this transition, or start-up, period.
