This revision is due to an NPRM
entitled "Training Certification foe Entry-Level Commercial Motor
Vehicle Operators that would expand the scope of the training that
entry-level drivers must obrtain, and make that training a
prerequisite for the issuance of a CDL. This rule would provide a
3-year period before the rule takkse full effect; therefore this
submission estimates the burden only for this transition, or
start-up, period.

the annual burden hours from 7,602 to 137,192 hours is due to a new
statute in an NPRM that would require training institutions to

during the first 3-year phase in period for the rulemaking.
