collection is submitted for renewal it should identify in response
to question #4 regarding duplication any specific ICRs and their
OMB control numbers TSA considers to possibly be duplicative with
this collection. TSA should also continue exploring enhanced ways
of communicating the instructions for the respondents.

Under the Aviation and Transportation
Security Act (ATSA) of 2001, TSA prescribes standards for hiring
and continued employment of air carrier and airport security
personnel. Also, ATSA requires certain employees who were not
subject to a background security check to undergo a criminal
history records check. TSA implemented its employment standards at
49 CFR Parts 1542 and 1544 in February, 2002. This information
collection remains critical.

In addition to background
checks already required, many of the same individuals are now
required to undergo a Security Threat Assessment. This is done at
the airports and the information is submitted to a clearing house
on the behalf of TSA HQ. Therefore, while the number of respondents
decreased, additional security requirements increased the overall
burden.
