Pursuant to Executive Order 13496 of
January 30, 2009, the Department of Labor's Employment Standards
Administration, proposes to prescribe the size, form, and content
of the notice to be posted by a contractor under paragraph 1 of the
contract clause described in section 2 of the order. Such notice
shall describe the rights of employees under Federal labor laws,
consistent with the policy set forth in section 1 of the Executive
Order, including the posted procedures for employees to file
complaints of alleged violations of rights provided to employees by
the Executive Order.

New collection of information
being implemented pursuant to Executive Order 13496, "Notification
of Employee Rights Under Federal Labor Laws" as implemented in the
Department's Final Rule for 29 CFR part 471. While there is no
burden associated with the third-party disclosure requirement
contained therein (i.e., the employee rights poster) as the
language for the poster is supplied by the Department [See 5 CFR
1320.3(c)(2)], new burden hours do result from the posted
procedures for employees to file complaints of alleged violations
of rights provided to employees by the Executive Order.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
