SUBJECT: Transmittal – OMB Package 1810-0683-V.4 for the Migrant Student Information Exchange (MSIX) and Minimum Data Elements
I am forwarding under OMB Package (04543)1810-0683-V.4 proposed modifications to the MSIX and Minimum Data Elements (MDE). The current MDE was approved (OMB #1810-0683) on January 30, 2011 and will expire January 31, 2014.
As a result of receiving comments from the public on our recently approved collection, we are requesting a modification to the existing package and the addition of three data elements. The new MDE will: (1) clearly indicate those students attending home schools; (2) allow greater ability to share migrant student records when students make intrastate moves across district lines; and (3) provide a mechanism for States to report non-standard information regarding a student’s enrollment status.
Home School Indicator – This data element indicates whether a child is attending home school and can be used for school enrollment purposes.
Residency Date – The month, day and year that the child entered the present school district.
Enrollment Comment – A comment pertinent to a student’s enrollment record indicating special circumstances or information. For example, the child was granted credits from a foreign school or while not enrolled in the migrant program or exceptions for assessment requirements,
SAT Score and ACT Composite Score will be deleted as required values for the existing minimum data element “assessment type”.
The definition for the data element “School District ID” will be changed to reflect clearly that the identification number is provided by NCES and will read as follows: “The LEA NCES ID of a local educational agency (i.e., school district or local operating agency) in which the student is enrolled.”
School Type will be deleted.
These modifications to the information collection will not increase the total estimated burden hours for respondents. The burden added with the addition of the home school indicator, Residency Date, and enrollment comment is offset by the removal of the SAT Score, ACT Composite score, and School Type. Therefore, the overall burden remains unchanged.
