For this collection, there is an overall reduction in burden from what was reported in the original collection in 2007. There are several factors that contributed to this burden reduction - despite the fact that two new values are being added under assessment data entry and three additional data elements are being added to this revised collection. The overall reduction of burden is being considered an adjustment rather than a program change because although there were two new values and three new data elements added total, the burden associated with these additions is negligible. The reduction of burden is due to three factors: First, the original collection was based on the number of migrant children reported in the 2005-2006 CSPR (652,874) while this revised collection is based on the number of migrant children reported in the 2008-2009 CSPR (462,316) thereby reducing the burden for collecting data on 190,558 migrant children. Second, initial enrollment data has been collected for 36 States in the past three years since the 2007 collection was approved and this reduces burden despite the fact that initial enrollment data for 12 States (about 10% of the initial data) have not yet been submitted to the Department. Third, the number of States affected by this collection has been reduced from 49 States to 48 States as Connecticut is no longer participating in the MEP.
