33 USC 494, 502, 511, 513, 514, 516, and 517 authorize Commandant to determine if a bridge is an unreasonable obstruction to navigation and can require plans and specifications from bridge owner consistent with 5 CFR 1320.6 to apportion costs between U.S. and bridge owner and use as starting point for an alteration project.
