The pilot study portion of the ICR applicable to the approved burden is approved at this time. The results of the Northeast pilot study must be submitted to OMB before the agency resubmits the ICR applicable to the requested burden or any revisions to the ICR due to the pilot study results. The results of the pilot study are not generalizable. In submitting the results, the agency should provide information regarding: a summary assessment of how successful the pilot study was and what changes are being proposed for the full-scale study, along with performance metrics from the pilot, such as: sample yield compared to expectations, screening and follow-up survey response rates, item response rates for key questions (e.g., questions on commuter behavior, questions on non-commuter behavior, alternative choice questions, trade-off questions, and pivot questions), consistency between key questions that would indicate to the agency that the respondents are providing usable responses, any observations that need to be discarded due to inconsistencies or any other indicators of quality of data.

The Federal Railroad Administration (FRA) proposes to collect information from the public to determine current intercity and regional travel behavior of northeast residents. The information collected will include frequency of trips, origin and destination, modes of travel (and class of service if applicable), trip purpose, party size, trip costs, and other trip characteristics. It will also ask for travel preferences under alternative choice scenarios that include different and new modes, classes of service, costs, and amenities.
