Short Statement: The change (i.e., increase) in burden is a PROGRAM CHANGE due to the DCR Final Rule. The rule will continue to allow non-hazardous and non-toxic discharges of bulk DCR in limited areas of the Great Lakes. However, vessel owners and operators will need to minimize DCR discharges using methods they will be required to document in DCR management plans.
