The change (i.e., increase) in
burden is both a PROGRAM CHANGE and an ADJUSTMENT. The current OMB
inventory is 2,789 hours. The requested burden is 9,923 hours. The
total change in burden is +7,134 hours (8,041 Program Change – 907
Adjustment). A PROGRAM CHANGE results from the "Marine Vapor
Control Systems" final rule. The Coast Guard is revising the
existing safety regulations for facility and vessel vapor control
systems (VCSs). The final rule's changes make VCS requirements more
compatible with new Federal and State environmental requirements,
regulate industry advancements in VCS technology, and codify the
standards for the design and operation of a VCS at a tank barge
cleaning facility. These changes increase the safety of operations
by regulating the design, installation, and use of VCSs, but would
not require anyone to install or use VCSs. The total Program Change
to the burden is +8,041 hours. The ADJUSTMENT results from a change
in the population of VCS-related facilities and tank vessels. This
population change adjusts burden estimates for the current
collection of information. The Adjustment for this rulemaking is –
907 hours.
