The Evaluation
of Demonstration Projects to End Childhood Hunger is approved
consistent with the understanding that although the ICR is designed
to assess impacts, implementation, and costs in five demonstration
projects, there are significant limitations on the ability to draw
conclusions about the relative effectiveness of the programs. As
such FNS understands that comparative analysis will be descriptive
in nature, only designed to generate hypotheses about the potential
impact of alternative project designs or demonstration-site
characteristics.
