In Section 20021 of MAP-21, Congress
directed FTA to establish a comprehensive Public Transportation
Safety Program. One element of which is the requirement for the
establishment of the Public Transportation Agency Safety Plan. The
Public Transportation Agency Safety Plan program would require
operators of public transportation systems that receive Federal
financial assistance to adopt Safety Management Systems (SMS)
principles and methods; develop, certify and update Public
Transportation Agency Safety Plans; and coordinate the Public
Transportation Agency Safety Plan elements with other FTA programs
and proposed rules.
