OE-417 collects information on
electric emergency incidents and disturbances for DOE's use in
fulfilling its overall national security and other energy
management responsibilities. The information will also be used by
DOE for analytical purposes. Electric utilities that operate a
Balancing Authority and/or Reliability Coordinators and other
Electric Utilities, as appropriate, file Form OE-417. In Alaska,
Hawaii, Puerto Rico, the U.S. Virgin Islands, and the U.S.
Territories, local utilities file the form.

The number of respondents
decreased from 2,924 to 2815 because of the number of facilities
that ceased operations. The number of responses and burden hours
show an increase under Agency Discretion because no responses were
requested for reporting on Schedules 1 and 2 in the last
clearance.
